Schondelmeyer, BS, MPubAdm, Pharm.D., Ph.D., FAPhA Professor and Director, PRIME Institute Century Mortar Club Endowed Chair in Pharmaceutical Management & Economics Head, Department of Pharmaceutical Care & Health Systems University of Minnesota College of Pharmacy 미네소타대학교 약학대학의 약업경제 담당 교수인 숀델마이어 석좌교수는 보건의료체계학과의 학과장 겸 제약분야의 경영, 경제 관련 연구에 집중하는 PRIME 연구소의 소장입니다. 숀델마이어 교수는 신약의 약가가 제약산업에 미치는 영향 및 제약산업의 가격책정 전략, 의료보험제도에서 약가의 영향 등의 전문분야를 제약업계, 학계, 전문협회, 정부와 함께 연구하고 있습니다. 그는 지난 40년간 제네릭 의약품의 평가와 선택, 의약품 동등성 기준 설정, 인허가 및 독점권 만료의 영향, 제네릭 허가시 시장에 미치는 영향, 약리 디자인과 관리, Medicaid와 Medicare, 민간의료보험회사의 의약품 보험 정책과 같은 제약회사의 사회적 활용과 비용에 관한 분야에서 연구와 정책 실무 경험을 쌓았습니다. 숀델마이어 교수는 또한 미네소타대학교 UPlan health benefit 프로그램의 자문으로 전문 의약품과 바이오 의약품의 보험정책을 향상시키는데 일조하였습니다. 그는 연방정부와 주정부의 관련 법규, 규제와 FDA 관련 정책, 제네릭과 대체치료제 관련 분석을 포함한 다방면의 분야에서 연구와 경험을 쌓았습니다. 그는 미국 감사원(GAO), 의회 기술평가국(OTA), 연방 무역위원회(FTC), 법무부(DOJ), 식품의약국(FDA), Medicare와 Medicaid 서비스 센터(CMS), 상원 고령화 특별위원회, 제약업계, 약사회 등과 같은 다양한 기관의 연구 프로젝트 수행 및 자문활동을 하고 있습니다. 특히 클린턴정부의 healthcare reform 팀에서 미국의 약가 및 보상정책 분야 책임자로 일했으며, 현재 미국 정부의 medicaid/medicare 분야 및 민간 의료보험회사의 약가 및 보상관련 정책에 자문하고 있습니다. 그는 미국 뿐 아니라 캐나다 베네수엘라, 아르헨티나 등의 정부에도 자문하고 있는 약가 및 의약품사용 정책 분야의 최고의 권위자입니다. 숀델마이어 교수는 미주리대학교 약학과에서 학사학위, 켄터키대학교에서 Pharm.D와 clinical pharmacy residency, 오하이오주립대학교에서 행정학 석사와 약무행정(Pharmaceutical Administration) 박사학위를 취득했습니다. Dr. Schondelmeyer is the Director of the PRIME
Institute which focuses on economic and policy analysis related to the role
of pharmaceuticals and pharmacists in society. He has conducted policy analysis
in many areas related to third party coverage and payment for prescription
drugs (including Medicaid, Medicare, managed care and other third party
programs); pricing and competition patterns among pharmaceuticals; access and
affordability of drug therapy; pharmacoeconomic assessments of drug products;
and outcomes evaluation of medication therapy management services.
He has a unique and extensive background
which includes experience as a pharmacist, clinical practitioner, health
services researcher, public policy analyst, administrator, and health and pharmaceutical
economist. His research and policy work over the past 40 years has encompassed
issues related to utilization and expenditures for pharmaceuticals in society
including: generic drug product evaluation and selection; setting of
therapeutic equivalence standards for drug products; identifying the impact of
patent (and exclusivity) expiration and generic entry on the market; drug
formulary design and management; drug coverage and payment policy under
Medicaid, Medicare, and private third party programs.
He is a consultant to the University of
Minnesota UPlan health benefit program where he helps to sharpen the policies
on coverage and payment for specialty medications and biologic products. His
experience and research has included analysis of national and state laws,
regulations, and policies related to FDA, state boards of pharmacy, and generic
and therapeutic substitution involving FDA-approved therapeutically equivalent
drug products.
He has served as an advisor to the U.S.
Congress, to many state legislatures, and to foreign governments. He has
conducted research projects for a variety of sponsors such as: the U.S.
Government Accountability Office (GAO), the Congressional Office of Technology
Assessment (OTA), the U.S. Federal Trade Commission (FTC), the U.S. Department
of Justice (DOJ), the Food & Drug Administration (FDA), the Centers for
Medicare & Medicaid Services (CMS, formerly HCFA), the U.S. Senate Special
Committee on Aging, the pharmaceutical industry, and pharmacy associations. He
is often called upon by the public media as an expert on the dynamic and
economic aspects of the pharmaceutical market.
Dr. Schondelmeyer holds a B.S. in Pharmacy
from the University of Missouri; a Pharm.D. and clinical pharmacy residency
from the University of Kentucky; and a Master’s in Public Administration and a
Ph.D. in Pharmaceutical Administration from Ohio State University.
